Monitoring & evaluation
David Smawfield’s interests and expertise in Monitoring and Evaluation began in the 1980s when, among other things, he was appointed to the position of Assistant Local Evaluator to the Lincolnshire variant of the United Kingdom's 'Lower Attaining Pupils Project' (1984-88)
In this period, he also lectured in evaluation and assessment, at post-graduate level, in the School of Education of the University of Hull, England.
David Smawfield has subsequently undertaken a number of major consultancy assignments as a monitoring and evaluation specialist.
These have included:
- Participation in seven programme appraisal/supervision missions, in India, for major donors including the World Bank, DFID, and the European Commission (1994-1998)
- Two inputs, in Bangladesh, under the auspices of the DFID funded Effective Schools though Enhanced Educational Management (ESTEEM) project (1999-2000)
- Three inputs, in Uzbekistan, under the auspices of Japanese Bank for International Cooperation, Secondary Education Project (2002-2004)
- A consultancy assignment, in China, to evaluate the Infrastructure Component of the DFID funded Gansu Basic Education Project
- Various monitoring field/reporting visits in Turkey, as part of routine duties under a long-term project consultancy
- Running capacity building workshops in the field of monitoring and evaluation
- Recent work as an EC Framework Contract consultant and team leader, including project mid-term reviews, final evaluations and impact assessments in: Bangladesh, India, Turkey and Vietnam
